With reference to the letter from this Depart-
ment of the 31st of July, I am directed by Ir, Secretary
Amery to transmit to you for the consideration of the
Board of Trade the accompanying copy of a further
telegram from the Governor of Hong Kong in connection
with the question of the recognition of the Hong Kong
special passenger certificates.
2. In the despatch referred to by the Governor
(which has just been received) the Governor submits
proposals for increasing the staff of the Harbour
Haster's Department. These proposals have not yet been
fully considered in this Department but Mr. Amery pro-
poses, at any rate, to approve the appointment of an
additional Assistant Marine Surveyor. He would accor-
dingly be greatly obliged if the Beard would undertake
the selection of and recommend a suitable candidate
ASSISTANT SECRETARY, MERCANTILE MARINE DEPARTMENT,
BOARD OF TRADE.
